Speaking at a UN Security Council debate, he highlighted repression in Indian-occupied Kashmir and Palestine.
Ahmad emphasized distinguishing terrorism from legitimate struggles for self-determination under foreign occupation.
He cited brutal oppression, human rights violations, and forced demographic changes in Kashmir and Palestine, rejecting occupation masked as counter-terrorism.
He also addressed threats from groups like TTP and BLA, operating from Afghan soil, and accused a regional adversary—implied to be India—of sponsoring terrorism against Pakistan.
Ahmad urged the international community to address state terrorism and uphold justice.
