ISLAMABAD, August 15, 2025 — Dr. Tariq Fazal Chaudhry, Minister for Parliamentary Affairs, informed the Senate that the National Disaster Management Authority (NDMA) is the central coordinating body for disaster preparedness and response in Pakistan.
Under the National Disaster Management Act of 2010, the NDMA provides federal-level coordination, while Provincial Disaster Management Authorities (PDMAs) handle on-the-ground implementation.
Federal Coordination and Disaster Forecasting
Dr. Fazal Chaudhry emphasized that the NDMA collaborates with federal and international bodies. This collaboration focuses on forecasting potential disasters, primarily natural events like floods and earthquakes.
Such partnerships enable timely warnings, crucial for minimizing loss of life and property nationwide. The system ensures swift responses during emergencies.
Provincial Implementation Framework
According to the minister, planning and preparedness are guided federally. However, provincial authorities are responsible for implementation. The NDMA aids all provinces with support, guidance, and coordination.
This approach maintains national oversight while enabling local execution, balancing centralized planning with decentralized action in disaster management policies.
Provincial Accountability and Federal Commitments
Following an incident in Khyber Pakhtunkhwa, the minister reiterated provincial responsibilities. All provinces must enforce disaster risk management measures outlined in national policy.
Dr. Chaudhry assured that any unmet federal commitments would be promptly addressed by the relevant authorities. The government remains committed to enhancing Pakistan’s disaster preparedness infrastructure.
